New Hampshire scored 23rd out of 50 states on a list of business-friendliness compiled by the Washington-based Travelers Institute, public policy arm of the Travelers Companies, just barely making it onto the top half of the list. Congratulations, New Hampshire: You rank first in New England. Everyone else is in the region is in the bottom 20 percent.
