Named after Paul Volcker, the Volker Rule adopted a suggestion made by the former Fed chairman: Banks that benefit from taxpayer guarantees of their deposits should not be in the business of speculative trading. The rule was to be, in the president's words, "a simple and common-sense reform." The Volcker Rule sounded nice. But it had nothing to do with the financial crisis.
