Food stamp rolls have historically risen in recessions (1974-75 and 1981-82) and fallen during robust expansions (1980s and 1990s). The exception is the last decade, as the rolls rose as expected during the short 2001 downturn but then kept increasing throughout the decade with the single exception of a modest decline in 2007.
