Who Should Pay Federal Income Tax?

The Tax Foundation (my former employer) has a new report out about the increasing number of tax filers who don’t pay federal income tax. I don’t like the foundation's effort to slap the “nonpayers” label on these people; it suggests freeloading, even though most people who don’t pay federal income tax do pay payroll tax and a variety of state and local taxes. . .
