Itâ??s a slippery word, â??spending.â? As Paul Ryan understands itâ??as do almost all of the Republicans in officeâ??â?spendingâ? means writing a check. The federal government takes in money through taxes, then spends it on programs. This makes intuitive sense. Itâ??s also wrong.
