Public Universities' Hiring Boom

The biggest job gains in state and local government over the course of this fiscal crisis have come in public higher education. Despite cost pressures that are driving tuition up, employment grew 7 percent nationwide since 2007, the year before fiscal woes hit states and localities, as public colleges and universities added both instructional and administrative personnel.
