Government's Bags of Money

The people who collect the cash in most governments are often lower-level employees, with virtually no training and little direct supervision, working in diverse locations: utility customer services, courts, animal shelters, building-permit counters, park facilities, libraries, toll gates. There's no doubt that plenty of this government cash is being stolen.
