State Tax Climates

Michigan's elimination of its business tax, which included a a 21.99 percent surtax on profits and receipts, helped improve the state's business climate dramatically. New York slid past New Jersey for the bottom spot on the survey by having the worst individual income tax, the sixth-worst unemployment insurance taxes, and the sixth-worst property taxes.
