Chicago's Fiscal Cliff

The city of Chicago, Rahm Emanuel warns, faces a fiscal cliff in large part because of  a mandate to greatly increase funding in its severely under-funded pension plans. Thanks to this new state mandate,  pension contributions are projected to rise from $479 million next year to nearly $1.2 billion in 2015, squeezing out other spending and requiring sharp property tax hikes.
