Michigan Cities Face Their Retirement Debts

A new study by two Michigan State University fiscal experts finds that 311 of the state's municipalities representing two-thirds of Michigan's population have racked up $12.7 billion in unfunded promises to government workers to provide them with health care in retirement. Pension and bond debt pales in comparison to this OPEB liability, the study found.
