Blue States and Fed Budget

The 2014 Obama budget includes a 28% cap on tax exemptions and deductions, a proposal the President has made so many times that people are beginning to suspect that he's serious about it. New York governor Andrew Cuomo harbors this suspicion. Cuomo's office has come out with an impressively detailed defense of the deduction for state and local taxes paid.
