The Limits of Tobacco Taxes

After the politicking and debate associated with their passage has died down, what are the actual consequences of cigarette and other tobacco tax increases? A new study finds that though they are often classified as 'sin' taxes, tobacco levies do little to slow or moderate increases in other, broader taxes.
