Sacramento Gov. Jerry Brown has been signing hundreds of bills, but this week he vetoed two that would have banned smoking and vaping along 300 miles of California's coastline and at state parks. If people can't smoke even on a deserted beach, where can they? There must be some limit to the coercive power of government, Brown explained in a veto message, in a rare fit of good sense.
