Exclude Puerto Rico From the Tax Reform CFC Provision

The tax reform legislation poses a serious threat to commerce on Puerto Rico by treating the island as it it were a foreign country and imposing higher profits on the revenue of companies operating there. Given the myriad economic challenges buffeting the island, such a change is ill-timed.
