There's Almost Never A Secret Plan

The recent trade deals (Nafta 2.0, China, etc.) certainly look like failures. That's my view and also the view of Paul Krugman.  More generally, I see governments as being big and clumsy organizations, and assume that the most straightforward interpretation of their motives is usually the correct one.
