Don't Bail Out Cities. Open 'Em

House Democratic leadership's recent $3 trillion "coronavirus relief" bill is a bailout in disguise. Not only does it fail to provide for America's health and economic recovery, but it also would spend nearly $1 trillion rescuing states and cities from their past mismanagement.
