Most people are reluctant to acknowledge that whether Donald Trump is prosecuted, let alone convicted, for any of his alleged crimes raises the general issue of government performance. In the broader context of government’s chronic failure to formulate and execute socially desirable policies in a timely fashion, my examination of Trump’s strategy to exploit the weaknesses of government suggests that Trump will never spend a day in jail.
