U.S. federal budgeting has two major categories of spending. The one subject to the most scrutiny is “discretionary” spending, which is the basis of the annual appropriations process. In contrast, the “mandatory” category is primarily made up of benefit programs whose spending is based on statutory formulas, including Social Security, Medicare, Medicaid, and means-tested welfare.
