AI governance proposals frequently invoke the goal of “alignment.” On its face, that’s just shorthand for ensuring that AI systems pursue the goals benevolent designers intend while minimizing the risks of unintended, harmful outcomes. But the megalithic core of many such schemes is something else entirely: the entanglement of business and government.
