On August 28, 2026, President Donald Trump announced an oil arrangement involving Venezuela, calling it “the biggest oil deal in world history.” On September 1, Secretary of State Marco Rubio stated that the arrangement was not a direct agreement with Venezuela’s interim authorities but with a private company. According to a White House fact sheet published on August 31, 2026, Secretary of State Marco Rubio and Secretary of War Pete Hegseth signed the deal.
