Roger Pilon holds the Cato Institute’s B. Kenneth Simon Chair in Constitutional Studies. He was the director of policy for the State Department’s Bureau of Human Rights and Humanitarian Affairs (1986–87) during the Reagan administration. Aaron Rhodes, president of the Forum for Religious Freedom–Europe, was the executive director of the International Helsinki Federation for Human Rights from 1993 to 2007 and is the author of The Debasement of Human Rights: How Politics Sabotage the Ideal of Freedom (Encounter Books, 2018).
